Over the past few decades, discourses promoting and valuing plurilingualism have permeated different social domains. The Council of Europe is central to the production and circulation of discourses and ideas on plurilingualism in Europe. These ideas materialize in various instruments (recommendations, guides, frames of reference, etc.) and form the basis of a discourse of authority.

This book focuses on the emergence and circulation of ideas about languages in the Council of Europe, in particular on what plurilingualism is, its role and its implications for the management of Europe. It critically reflects on the mobilization and promotion of a certain vision of languages and plurilingualism for the exercise of power on the international scene. This book is aimed at sociolinguists, discourse analysts and anthropologists, as well as students and policy makers and practitioners in education.
